Explanation

Airbnb has recently inked a tripartite Memorandum of Understanding (MoU)  with the National Skill Development Corporation (NSDC) and Tourism and Hospitality Sector Skill Council (THSC) to offer hospitality skills training to over 50,000 hospitality entrepreneurs in India.

Features of this MoU:

Under this MoU the three organisations will establish occupation standards and competency matrices for job roles and develop the courses for hospitality entrepreneurs offering homestay and facilities, other unique accommodations and local experiences for travellers.

The MoU will provide the environment to create standards for certification and accreditation for “alternate accommodation” sector in Tourism and Hospitality industry.

With this certification and training, hospitality entrepreneurs will pursue new livelihood opportunities by sharing their homes.

The step has been taken in line with the Government of India’s endeavour to promote entrepreneurship under its Skill India Programme.

Explanation

India and the United Kingdom on November 28, 2017 agreed to sign a Memorandum of Understanding (MOU) on bilateral cooperation in urban transport policy planning, technology transfer and institutional organisation of transport.

Shri Nitin Gadkari, Minister of Road Transport & Highways, Shipping and Water Resources, met Chris Grayling, Secretary of State for Transport, government of the United Kingdom, and discussed the draft MoU for the urban transport sector for cooperation in policy planning, technology transfer and institutional organisation.

The draft MoU seeks to facilitate cooperation in the transport sector and enable the sharing of expertise and latest technology to promote efficient mobility solutions.

It is also expected to usher in policy reforms that can transform the transport sector through improved customer service/data analysis and better use of IT systems.

In May 2017, India & UK agreed to sign a memorandum of understanding (MOU) on bilateral cooperation in urban transport policy planning, technology transfer and institutional organization of transport. 

The bilateral cooperation arrangement will be between the Transport For London (TFL) and the Indian Ministry of Road Transport and Highways.

5. [C. Achal Kumar Jyoti]

Explanation

Achal Kumar Jyoti is the current and 21st Chief Election Commissioner of India.

He took charge as the Chief Election Commissioner after Nasim Zaidi retires on July 6 2017.

Jyoti will have a tenure of one year, when he will turn 65 as an EC or a CEC has a tenure of six years in office or till he or she attains the age of 65 years, whichever is earlier.

6. [C. Aung San Suu Kyi]

Explanation

Aung San Suu Kyi has been stripped of the “Freedom of Oxford” award by the city’s council, over her failure to speak out on abuses against Myanmar’s Rohingya.

Suu Kyi studied as an undergraduate student at the Oxford University, where she was granted the honour in 1997 for her “struggle for democracy”.

Explanation

Shri Upendra Prasad Singh, IAS  has been appointed as the secretary, Ministry of Water Resources, River Development and Ganga Rejuvenation. He was holding the charge of Director General, National Mission for Clean Ganga

He will succeed Dr. Amarjit Singh, IAS who will superannuate on November 30, 2017.

8. [D. Russia]

Explanation: 

Union Home Minister Rajnath Singh and Russian Internal Minister Vladimir Kolokoltsev signed on November 27, 2017 an updated and more comprehensive agreement on Cooperation on Security between the Indian Home Ministry and Russian Internal Ministry.

The agreement provides a comprehensive approach for cooperation in security related issues, including information technology crimes, counterfeiting currency, illicit trafficking in narcotic drugs and psychotropic substances, trafficking in human beings, economic crimes, crimes related to intellectual property, cultural property, amongst others. 

A “Joint Action Plan” between the Narcotics Control Bureau of Indian Home Ministry and Russian Internal Ministry for the period 2018-20 was also signed by Indian ambassador in Moscow Pankaj Saran and State Secretary and Deputy Minister of Russian Interior Ministry Igor Zubov.

9. [C. Uttar Pradesh]

Explanation

According to latest figures released by the National Crime Records Bureau (NCRB) on 30 November 2017, Uttar Pradesh reported the highest number (14.5%) (49,262) of total cases of crimes against women followed by West Bengal (9.6%) (32,513 cases) during 2016.

Cases under Crime Against Women have reported increase of 2.9% in 2016 over 2015.
Majority of cases under crimes against women were reported under ‘Cruelty by
Husband or His Relatives’ (32.6%) followed by ‘Assault on Women with Intent to
Outrage her Modesty’ (25.0%), ‘Kidnaping & Abduction of Women’ (19.0%) and ‘Rape’
(11.5%).

Delhi UT reported the highest crime rate (160.4) compared to the national average rate of 55.2. 

What is National Crime Records Bureau (NCRB)?

National Crime Records Bureau is an attached office of Ministry of Home Affairs, Government of India. It  was established in 1986 with a mandate to empower Indian Police with information technology solutions and criminal intelligence to enable them to enforce the law effectively.

10. [C. N.K. Singh]

Explanation

N.K. Singh has been appointed as the chairman of 15th Finance Commission.

Singh is the former Planning Commission Member and also worked as the revenue secretary.

He, among other things, will look into impact of GST on finances of the Centre and states.

What is 15th Finance Commission?

The Cabinet Committee on Economic Affairs had set up the 15th Finance Commission(FC) and its terms of reference. The recommendations of the 15th FC will have to come into effect from April 1, 2020.

Finance Commission is a body set up under Article 280(1) of the Constitution. Its primary job is to recommend measures and methods on how revenues need to be distributed between the Centre and states.

The recommendations of the previous 14th Finance Commission, chaired by former Reserve Bank of India (RBI) Governor Y V Reddy, are valid from 2015 to 2020.

The recommendations of the 15th Finance Commission will be implemented for the period starting 1 April 2020 to 31 March 2025.

The FC is formed every five years to recommend principles governing the allocation of tax revenue between the Centre, states and local bodies. In the Budget 2017-18, the government had allocated Rs 10 crore for setting up of the 15th FC.

15th Finance Commission (FC) will recommend distribution of taxes between the Centre and the states. Other members of the Commission are former economic affairs secretary Shaktikanta Das, former chief economic adviser Ashok Lahiri, Niti Aayog member Ramesh Chand and Georgetown University Adjunct Professor Anoop Singh.
